In my previous talk we defined simple convex polytopes and discussed
about locally isomorphism to standard representations of manifolds. In
this talk I shall define small cover and toric manifold over simple convex
polytopes by $Z_2^n$ and $T^n$ action on manifolds. I'll also discuss
the construction of such manifolds given a simple convex polytope with
the help of characteristic functions.
